Why this Amritsar railway incidence happened?
This mishap has had probably taken the lives of more than 60 people in Dusshera events.
At first, why such event took place near the Railway line?
Who gave the permission?
Did any authority know about the functions?
If they knew then why haven't authority intervened?
Why did political leader cum spouse other political leaders were invited?
Didn't political party know about the vulnerability of the event?
If Political party intervened in not allowing such events, it is possible that they would have lost their vote-banks by creating dissatisfaction.
Was there no safety measure at first place?
Was it was an area for pedestrian or Railway crossing zone?
This is an example of how man fails to understand their own creation.--whirled around their own complex knitting of modern life and technology.
Did Railway ministry took adequate safety mechanism beforehand or was it simply their lackadaisical attitude?
Was any horn was blown? If no, then why?
Perhaps, the locomotor driver has a certain protocol or perhaps the speedy train and dilemmatic situation of either not putting rail passenger's life at peril or to save the crowd. But as the train was in high speed, applying sudden brake may or may not have been tenable. I am sure a well comprehensive, unbiased investigation would be done in this matter.
We would catch hold of 2 or 3 people who were responsible directly, but what about the indirect perpetrators, which includes from the Local government to State and Central government?
The responsibility of the citizen?
A proper Good Governance is not an act in silos, but also a collective effort of STATE and CITIZEN to coordinate, comply with basic rules, ethics principles with some common sense.
No political party has the grit to directly put collective citizen mob accountable for their action.

I would compare this with Jalliawala Bagh incident. In fact, this is worse than that. How?
At least in Jalliawala Bagh, we knew that who was responsible for the massacre---General Dyer.
Here there are so much of perpetrators that we would not ever come to know. It would be simple to blame the loco-driver and not delve deeper into the issue. In this complex modern world, things have become so inconspicuous that it is very hard to make some government higher officials directly accountable. At least in the medieval age, there was some sense of openness and people knew that the King is evil. But today no one would know about the main culprit. The bureaucratic system and rule-bound system would churn out all left stamina of the common people and justice would not just be delayed but also denied.
Speaking of the bureaucratic rule-bound system, it also loses some common sense. For example, couldn't loco-driver applied sense by looking at the crowd from the distance. I am sure any person with some visibility would not ignore the crowd of a hundred people from at least 100 meters or so. If the argument is that Locomotor driver is duty bound to run a train due to some protocol, then to hell with such rule-based protocol. There should be a humanistic perspective if every decision and I am afraid many government employees, the administrator simply follows rules and forget the people. Which means the Rule becomes an end in itself.
Although the matter is still in the preliminary stage of the investigation, I wish that an Independent Investigation committee take a holistic view in this sensitive matter. We may not bring life back again with some money, but we can avert these kinds of mishap simply with learning from our mistakes. A good start would be by first acknowledging the mistake.
